The Cruise departed promptly at 12:30 under the direction of Captain Daybell. The Captain announced that those sitting at Karen Xie's table are responsible for paying for fines at the "Head Table" which in turn are exempt from fines.
A welcome was extended to Drew Napolin and Chris Meyer who have long been absent and were thought to have abandoned ship.

RESCHEDULED TO MARCH 26- Track meet is on Saturday, March 12, at 25th Annual, Troy High School morning. Set up at 7:30. Enter from State College near La Sierra School.
New member sponsors were recognized including Zoot Velasco and Bob Hathaway. They were provided Rotary coins and asked to inspire others to join Rotary. The members they brought in were Karen Xie and Scott Scambray. District membership director will come to make a presentation to the club soon.
Thank you to the Collage Committee from Joe Arnold. Reminder the performance will be on Saturday, March 19, CSU Fullerton, Clayes Performing Arts Center at CSU Fullerton. The committee has raised $16,200 in sponsorships. Parking is free for this event.

Fine master (Recognition Master) Randy McFarland: MaryAlyce Jeremiah was recognized once again for her birthday as she was absent last week -- she reminded him that it was over, but it was a wonderful week. Sandy Hayes was recognized for her Rotary anniversary -- 9 years. Carol Futterer was recognized for her birthday. She was at the fine free table, so no $2 fine -- paid by the Captain. Drew Napolin was honored for his birthday. He had no joke so Randy told one for him. "The only difference between death and taxes is that death doesn't get worse every time congress meets." Drew knew that was Will Rogers was to be attributed for that wisdom and so was fine free. Greg Hickman recognized for 10 years with the club. Minard Duncan was inducted to the Anaheim High School Hall of Fame as one who educates and inspires. Congratulations to Minard.
Raffle - $153 prize if the blue chip is selected (six white chips also available). Karen Haluza, guest speaker, drew Bill Kincaid's ticket. He selected a white chip so the pot grows. Bill was provided a Rotary Coin as a consultation prize.
Program:
Captain introduced Karen Haluza, Community Development Director, City of Fullerton, for the program. She presented an overview of major projects going on in Fullerton including some planning initiatives presented by the city. Her department deals with land use, permits, code enforcement as well as planning. She comes from the City of Santa Ana and prior to that the City of Brea. What follows is a brief summary of the many projects and ideas discussed.
There is much activity large and small underway in Fullerton. Malden Station on Santa Fe, 5000 square feet of retail and 200 units; Orangefair Mall has 323 new residential units development on the corner of Lemon Street and Orangethorpe. Harbor Walk, 142 units on Harbor north or Costco. Laurel Residential, infill 17 single family homes on Laurel Avenue and Lark Ellen Drives. Not yet approved, Melia Homes 40-unit on Bastanchury Road and Morelia on the site of a vacant commercial site.
Beckman Industrial, has a proposed new 980,000 square foot industrial park at Harbor and Lambert on 40 acres. Western Real Co has purchased the site and is working on entitlements. It will provide high quality industrial in North Orange County.
Major Planning Initiatives on the horizon:
Downtown Core and Corridors Specific Plan - city initiated rezone of properties on commercial corridors. This plan was last considered in 2014. Council is now working to analyze to see what the potential is for these properties with doing no harm to property owners.
Also to be considered for regulation are short term Vacation Rental Ordinance- regulating uses such as Air BnB
Marijuana Ballot Measure - November ballot initiative has qualified for the State of California. Its sale is prohibited in Fullerton, but with this statewide move, council is moving forward to proactively address this issue in Fullerton.
Downtown Parking Plan - do we have enough, can we generate revenue to support upkeep of facilities. This is in process now.
Fox Block Development Project - in agreement with Stephen Peck Trust to develop a parking structure and city is in process to plan the remainder of the site.
There is a new process to increase community engagement involves business and property owners near development. By initiating community input, the community can feel included in the planning process.
Transportation Center Update - are under specific plan owned by redevelopment agency. Those properties are under review by public use. They will be transferred into city ownership in pending weeks. This includes parking lots on Amerige and those at the transportation center. So look for more development in those areas.
College Town - not on the list. A specific plan that would have created new multi-family housing opportunities near the university. It is currently continued to a date uncertain due to planning commission actions. Being reconsidered and will not come before the council soon.
West Coyote Hills - Trak map was approved by city council. Ongoing negotiations with Chevron are going forward to purchase several parcels on the east side of the property. City continues to look for funding opportunities and grant opportunities. "Friends' have filed a law suit and the city is working on resolution. Grant money from the State is required.
Laguna Lake - city is preparing to install Aqua Block to stop the leak and stop the water loss through sealing the cracks. The lake does not need to be drained with the proposed process proposed.
Bicycle corridor - Wilshire between harbor and Raymond provides bicycle priority travel on Wilshire Avenue. The installation is temporary as a test and pending trial phase. Next step of the study will install diverters.
Street Maintenance and Pot holes - Highland, Orangethorpe and parts of Chapman have undergone some repairs, however the process is slow.
Hillcrest Park - a multi phase project. Great Lawn redesign will be first phase. The plan is going to city council soon. Hopefully it will provide pedestrian walkways and access to Lions field.
Captain thanked Karen for her comprehensive program and provided with her thumb drive and thumb drive holder.
Chief Knabe led the club in the 4-Way Test.
