Let the program begin…

Bill Mathy introduced Dean Gialamas of the Director for the Orange County Sheriff-Coroner Department Forensic Science Services Division.  Mr. Gialamas is a Southern California native graduating with degrees from UCI, UCLA and the West Point Leadership & Command Academy.  He was there to give us a taste of what the real CSI in Orange County is like.

He heads a full-service forensic laboratory employing 154 scientists, specialists and support personnel providing forensic services to over 50 local, state and federal criminal justice agencies operating within Orange County.  They were established in 1948.  Their offices occupy on eight story building in Santa Ana.  In 60 years, he is only the 4th Director.

In his presentation he explained how the evidence they collect speaks on behalf of the victim.  No criminal can perpetrate a crime without taking something away or leaving something behind.  They receive 50,000 evidence submissions each year.  They operate on a budget of $1.4 million.

There are four Bureaus under his Divison:

  1. California ID Bureau – They manage all of Orange County when volunteers come in to get fingerprinted for their volunteer positions.  If there is not hit or match, the information is not saved.  In the future, law enforcement will have a hand-held device to take readings out in the field.
  2. Identification Bureau
  3. Toxicology Bureau – They provide support for the toxicologists and identify those under the influence.
  4. Criminalistics Bureau – They handle controlled substances, solid dose narcotics (80% is meth), questioned documents, firearms, trace evidence (hair, fiber, dirt)

Forensic science has given them the ability to help investigate.  DNA changed law enforcement.  It was first developed in Orange County in 1989.  It helps in property crime too.  You can catch a criminal early in their career and re-hab them out of criminal activity.  70% of DNA hits are property crimes.  Orange County is #1 in California.  20% of all California DNA hits are in Orange County.

After Mr. Gialamas’ enlightening presentation he was presented with a prestigious Fullerton Police patch and a coffee mug President Chief Pat

Meeting was adjourned and the bell rung by President Chief Pat at 1:32 pm.
